Dean of the College of Law at Al-Bayan University, Assistant Professor Dr. Nawar Daham Matar Al-Zubaidi, participated in a paper entitled (Dissolving the offices of general inspectors and its impact on anti-corruption efforts), as part of the workshop held by the Integrity Commission/ Department of Relations with Non-Governmental Organizations. The workshop help within the National Integrity Week activities. The workshop was entitled (Public money has its sanctity and its protection is the duty of every citizen) in cooperation with the Yarmouk Center for Studies and Strategic Planning in the capital, Baghdad on 12/8/2021.
The paper tackled the emergence and establishment of offices and the importance of their presence within the supervision of the supervisory authorities that are keen to protect and maintain public money, considering this a constitutional, legal and social requirement. The paper also seek to answer the following question, What is the benefit of having these offices at the local and international levels? And what have we lost from solving and canceling it?
Noting that all the justifications for its abolition did not result in a better outcome, and there is no corresponding indication of improving the levels of preserving public money and stopping waste, despite the presence of some observations on the performance of some offices. Especially since this cancellation was considered a negative indicator towards Iraq in terms of compliance with the provisions of the International Convention against Corruption ratified by the Republic of Iraq. Which makes Iraq’s efforts to combat corruption under consideration by international bodies and undermines investment opportunities and attracting capital.
